Aha. Ish. I looked again and the page I'd found was talking about the weight values as votes, so I withdraw that part. But don't understand what billytea is saying about the veto. This is what I read:

A player has veto power if the combined weight of all the other players does not meet the quota.

I still don't see how anyone has veto power in the scenario. Although the question states that someone does, which is why I am confused now, I guess. I think the quota is 57; that's the smallest possible winning number.

You realize you're going to have to report back and explain the answers when you've got them.

Is anyone watching The Street, on BBCA? It's a six-part miniseries, each episode taking place in a different house on the same street in Northern England, and the stories overlap somewhat. Jim Broadbent, Jane Horrock, Timothy Spall and assorted other terrific actors kicking Thespia's ass very well-written scripts. We are really liking it, but I don't seem to know another soul who is watching it.

I think you're assuming 50% of the votes cast is sufficient to pass a measure. It may take a higher amount, as with a Constitutional amendment.

Yes. billytea's totally right, of course. And vw was right about the veto the first time. Don't listen to me, I'm crazy! The 30-vote voter has the veto, and the quota is 71.

Oh, but 13 is still a dummy, right? So I was wasn't quite completely and totally wrong before. Just mostly. But I learned things, yay.
