You didn't miss anything, Cindy. Specifically, this might have been the first offense for these girls. I was speaking more generally in that, if parents/authority figures had stepped in from the beginning, to stop the taunting and make it clear that this wasn't acceptable way to act against this man/family, then the girls might never have gotten the idea this was a way to spend their evening.
