Maybe, ita. But Gwen is at least a trained police officer able to defend herself (as she proved so memorably in the last ep!). And after 2 seasons and one miniseries, she's been fully integrated into Torchwood. And even if she didn't volunteer for Torchwood, she got in because she did something.

Rhys is a truck driver with no special talents or skills. And he didn't do anything to get into Torchwood -- he just fell in love with and married Gwen. But every now and then he does something important. (Think Xander -- Glory -- wrecking ball.)
