He stretches the truth to get Senators on board with it(that part would have been the same) but when the shit hit the fan, I guess I'm Wire-influenced enough to expect Toby to get treated like Bunny Colvin. I was okay with the fact that he didn't, not really because I *believe* government works that way, but I love that gloomy-ass character. The part where that episode completely lost me was where Bartlet declines to take credit, despite being a second-termer very concerned about his legacy following a constitutional crisis. Um, yeah.
