I was strictly thinking of the types of powers that he's using - stopping darts, flying. . . that sort of thing.

He didn't have to touch Claude to see him, and I don't think he and Matt touched when Matt was trying to read his mind and vice versa.
But in both cases, isn't there an element of those powers that requires some kind of contact with Peter's mind? Proximity alone might not be enough if their powers weren't acting on him in some way (like Matt reading someone else's mind in his presence, for example.)
If Matt had tried to read Peter's mind, that might count as special contact -- projective powers that affect him in some way also count?
At least if I was running a GURPS Heroes game, it would.
