No, it's the guy who voiced Brainiac on Superman and Justice League. (ETA: IMDB tells me his name is Corey Burton) If it was James Marsters I would have used his name, or Spike, if he was using the accent.
It was just a very wierd disconnect for me, watching the promo.
Though I'm not sure if him doing a Smallville promo would be even weirder or just amusing.
