Yikes! Poor sj! If there's no siren, I don't think you can be ticketed in a case like this.
Ohio law might be different than Massachusetts law, but -- I was hit by an ambulance 15 years ago. The ambulance was going the wrong way (i.e., going east in the westbound lane), which ambulances are allowed to do. I made the mistake of turning in front of the ambulance and got T-boned.
I'm almost positive the sirens were off b/c the ambulance was almost at the accident site. I got a ticket b/c ambulances are allowed to be wherever they need to be in order to get where they need to go in as little time as possible, and other vehicles are required to stay out of their way.
Though it sounds like sj's situation (being sideswiped after being passed from behind) arose from the ambulance driver not allowing enough clearance once he was past her. If she got out of the way and he still sideswiped her, that seems like the ambulance driver's fault, not sj's.
