I think it normally isn't, though, which is part of why they were appalled.
I would tend to think that it normally is exactly that expensive, and the appalled comes from (a) it's exactly in the right place to get nicked by everything from those concrete parking-spot markers in parking lots to too-bumpy speed bumps to uneven curbs if you tend to parallel park too close to the curb; (b) no way should something perfectly placed for damage be so plastic and flimsy; and (c) no way should anything so plastic and flimsy be so ridiculously expensive.
