If we end up with 2 cities getting a close-but-not-tied amount of votes, will we have a runoff vote? Because maybe the people who voted for Detroit or Houston feel strongly about Madison vs. Minneapolis.

I strongly advocate a run-off between Minneapolis and Madison if the margin is 6 votes or less. Go run-off, choose run-off.
