Yes there have been higher rates. Normally accompanied by gnashing of teeth.

I think we may need to adjust slightly for inflation to avoid fleabag hotels and vacationing in the Third World, but probably along the lines of $110 or $120 as a ceiling rather than a huge jump.

I'm good with paying a lot more for a room, I prefer nice hotels personally.

While I agree that hotel and flight costs should be taken into consideration, I wouldn't pull Chicago out of the running yet. The last time KC was in the running, it was obvious that we could easily do it on the cheap (much less costly than anywhere else in the race - even with very nice hotel rooms) and yet we didn't actually have the F2F there.
New Orleans won the vote that year and had one of the lowest attendance rates though. The vote got spit between KC and Minneapolis.
And as the defacto coordinator of NOLA, I have to say that the low attendance coupled with the high costs was a bit of a nightmare.
I don't think Chicago is as expensive as NOLA, though, is it?
