Madison is driveable from Milwaukee, but that raises the issues of having cars.
Oh, and Old World Wisconsin is a short drive from Milwaukee.
I've got good friends in Madison, so it would be an extra-bonus city for me!
How much of a drive is it to Minneapolis?

Six or eight hours.

I didn't know they had a boat tour of microbreweries! That's one thing I may have to check out with some friends, or my brother. I do know that the Third Street Pier, one of my favorite restaurants, has dinner cruises on the river. Could probably get a pretty good discount for a group outing.
P-Moon, have you tried the convention bureau? In my Seattle search they got me quotes well below any other listings I found.
I'd suggest everyone cobbling together info to contact them. HUGELY helpful. Heck, they could flat out answer "what is a cheap weekend without much going on?" and questions like that.
