It is how you persuade people to use condoms. And that varies froms culture to culture, from sub-culture to sub-culture, from micro-culture to micro-culture. All sorts of things come into play - including how easy it is to push women around, how easy it is to bash gays. And while condoms (and not sharing or at least sterilizing needles) are probably the primary means to prevent spread of HIV, they are not the only means. However - don't use this as a thread herring. Condoms and needle non-reuse/sterilization are the primary means; the primary question is how you promote that - and it varies a great deal from culture to culture.
Prevention in every one is the same.
Except for the ones where the men make all the decisions about sex and the women are forced to take it (and get infected) or beaten or worse. Or what about the tribes with superstitions and freaky (and misinformed "preventions" or "cures" like having sex with a virgin will cure you of AIDS). No, prevention is NOT the same in every single tribe, culture, ethnicity--the condoms may be the same, but getting the people to USE them requires a lot more delicate work than just walking in there and handing someone a condom.
