Rental car makes sense. If they swapped cars, the cars can't be bugged/GPS tagged as they tracked down the new car. So race phones it is. Although that would suggest if they're being GPS'ed somehow, they were aiming for Army Guy as it's his phone.

I think if TPTB are sophiscated and resourceful enough to create a fake jail scene and all of that they have very good tracking ability on the phones (assuming that's what they are doing) and could tell that the phone was thrown out and then picked up.
