"There is a difference between providing declassified information to the public when it's in the public interest and leaking classified information that involved sensitive national intelligence regarding our security," he said.

Yeah, I had to read that, like, four times before I could figure out that they meant they'd only done the putatively-more-innocuous one.
The loophole I've heard mentioned in this case is that, since the President has the authority to declassify information, technically if Bush was behind the leak, the leaked info was no longer classified. It's a magical get-out-of-treason-free card.
