That sounds like a miracle for LA.

Toddson, I am in no way an employment law specialist, but I'd say that you shouldn't be bound by new policies without being given notice. Changing the handbook on the network and assuming people are reading is not adequate notice.

One that hits me especially is that he announced any staff who leave will only be paid for five days of accumulated leave time - anything over that will be lost.

It's up to state law. You definitely can't do that in California (because of laws about vacation accrual - not about changing the manual). East Coast states are more business friendly about the ability to cut-off accrued vacation, but what he's doing doesn't sound very kosher.
