What is even happening?

Specifically, do we think it would look good with a knee-length petticoat? Do we think it would do that nice hourglass thing, or does it look like it would be too full through the waist, and that I'd have to take it in a bit?
I'm not sure there's a proper waist line to tuck, but I know nothing about sewing, so I don't know if that would hinder you getting the look you want. It looks as if it's just up under the bust (like ?Empire waistline? style).

It is an Empire waistline. I was trying to figure out if it would be fitted enough through the natural waist (or could be altered to be that way) to make it a good Jilli-standard dress. I suspect the answer is no, and I should just keep hunting for more princess-seam, full-skirted dresses.
