Clearly he has been mistreated. He's starving, and has never, ever been feed decent food. He's gonna learn how to use the phone and call the animal cops on you. That's what my cats tell me, anyway. I tell them that if the animal cops come to check on them, they will smile, pet them, and maybe give me some tips to help Sammie trim off her extra ounces.
