The answer is right in your description. It is not a horror film, just very creepy. The director was the same as in another clue you had problems with.

Fuck, that sucks. I love her from those Hal Hartley movies. And of course, she figures prominently in erika's favorite Homicide ep.
She was also in Plei's Favorite Movie, Sleep With Me.

Oh, man. Mine, too. The scene where she puts that (killer's) leather coat on Bayliss, looks up at him (a loooong way up, as Adrienne Shelly was tiny and Kyle Secor was freakishly tall) sideways and says, "looks good on you," is one of all time favourite moments on TV. I loved her in Hal Hartley movies, too.
Apparently the preliminary investigations are pointing toward a suicide. She had a three-year-old daughter. Damn.
