So, there's no pandemic, there's no proof that it can be transmitted from human to human, and yet we should preemptively spend billions of dollars that we don't have?

The answer is that every other major flu pandemic started as something transmitted from bird to bird. We have no proof that there's an earthquake currently in process in San Francisco, but we know one is coming sooner or later and we'd better be prepared. Same with bird flu. There will be another pandemic, there is a virus out there that looks more serious than its relatives (bird-transmitted H5N1 has killed half the humans who caught it), and has already been transmitted bird to human with at least one probable human to human.

So this is more like "What do we do when the hurricane hits Florida" than "What do we do when the hurricane hits Kansas".
