Someone told me it's not possible to get burgers rare at a restaurant in California. Is that true?

I don't think so, ita. I know it was true in Seattle while I lived there, but I don't think it's true in CA.
I always try ordering rare, and have been repeatedly told I can't have one. But I've never been sure if it's restaurant policy, or a bigger official thing.
