I get scaly elbows all the time in winter, but the stuff I use on my elbows is, like, scented and stuff. My regular face moisturizer, probably NSM with the firehose quality, but it is everything-free.

I put my face lotion all around my eyes, yes right by it.
Stuff for your face should be OK. If not, um, rinse well. Or you can buy eye cream special.
