Me too. I saw Los Lobos and The Replacements there in the early eighties ('83-'85).

Probably not -- he's from New Jersey (and has a ridiculous/heartbreaking song about that, called, shockingly, "I'm From New Jersey"), and when you hear the lyrics (which unfortunately aren't available online) it's obvious that it is a literal Pigtown full of actual piggy pigs. But if there's a Pigtown in B'more, then that's a lovely bit of serendipity!
