This [link] seems to imply Franklin remained a tropical storm, but other google hits seem to imply otherwise.
I'm frustrated with the teacher's lack of instructions, because she gave the kids no indication of where they are to look for this information, and the question provides no context to help figure out what sort of information she's expecting to see. I can only imagine how the mothers who don't use the internet are feeling right now.

You misunderstood me. I don't see why he needs to censor himself. Heck, with his voice and the way he talks out of the side of his mouth, he's already almost a self-parody.

Ah, gotcha. And yeah, I don't think anyone's under the illusion that Cheney's a polite soft-spoken gentleman. He should be comfortable with just being himself. In front of as many cameras as possible.
