My cat has somehow gottenin to my downstairs neighbors aprtment.
I can tell because I can see his paws coming out from under the door.
Either my neighbor is asleep or not home.

Could you leave a note and your keys for your neighbor, and ask him/her to put kitty back in your apartment when he/she wakes?

With a cat, I'd guess windows were involved.
If you don't want to bother your neighbor, just train the cat to open the door from the inside. If it's smart enough to get into someone else's apartment, it should be smart enough to figure out how to undo a deadbolt.

And once you train it to undo deadbolts, you can easily train it to bypass electronic burglar alarms.
