I think the biggest single cause of fuckup was simply that the Bush Adminstration redirected FEMA after 9/11 so that it was not in charge of an emergency situation, but there to serve local administrators basically doing what they asked.
That, and that the qualifications for FEMA and Homeland jobs seem to place patronage above experience and ability. Look at the current regional directors of FEMA and their qualifications: [link]

But I don't expect the President ought to have to watch TV, to get the news. I mean, I would think he'd tune into CNN once in a while, but really, how much time would I want any President watching TV? Not much. I want them working. And, I want them to have sources that are equal/superior to the network news. Maybe the President should have a group of advisors. We could call them a cabinet. And we could appoint certain top military officials to keep him up to date on things, too. We could call them the Joint Chiefs of Staff.
