It's in the lease and in MD rental law. If they are supposed to provide a/c, if they cannot, they must provide alternative (different apartment or hotelvoucher.)

It's fascinating watching the HP fanfic people bumping up against the new canon. While at the same time, the most common comment seems to be how informed by fanfic the whole book is.
