Though admittedly, I work across the street from the Federal Reserve Bank of San Francicsco (which has about 1 billion dollars in cash in the basement) and 101 California (nearby) was the scene of an infamous (in SF anyway) shooting spree.

Robin, I have spent several years rolling debt onto new 0% cards each year. The month before the rate jacks, I get a new card, transfer teh remaining balance and cancel the first card. If you can't get a 0% card, I know there are websites where you can compare cards available. Also, if you don't want to get a new card, save all offers you get for a month or so and then call your current card company and tell them you are switching companies unless they match the offer.
