I disagree. Other people could screw things up. Also, killing people is very short sighted. You could possibly use them to your own advantage later on.

While I agree that killing the condo people isn't the best, Strega wanted them dead, so that's what we're working with. I disagree that he wouldn't have someone else do the work- I mean wasn't that what it was all about? Setting the little dolls in place, winding them up and watching them go?
