Maybe they opted for the treatment they gave Dean Cain on Lois & Clark and just had him stand behind a potted plant or computer monitor every time the frame showed him below the waist.

But, see, you didn't include the whole torso. So if you're short with long legs but a really low rise, it mightn't meet your shortwaisted criteria.
