Nope. Under Maryland law, non-working a/c is not escrowable or whatever that term is, short of a medical dispensation.

I've dealt with this shit before, different management, different staff.

Hell, I spent most of a summer without a/c and I suspect I only got my money (insano electric bills) back because the management was new & was trying to mend fences. And I was a bitch.

I can do this. I just wish I didn't have to. It's unnecessary.
