I don't know ther Columbia area well (that's the burbs to me-sorry. But I know how to get to the scary mall!) but I can ask some people who live there.

Where you live will depend on how carred you are. I'll say straight up that public transit other than MARC pretty much sucks. Columbia is probably 30 minutes from central baltimore, but that is contingent on beltway traffic.
