I just tried looking up the rules to Circle of Friends. What I found was that it's sort of like freeze tag, with one or two kids being "it", and when they tag someone, that kid has to freeze. The difference is that there are also two kids holding rubber rings, and they can unfreeze someone by giving them the ring. (Frankly, this seems worse, socially, than regular freeze tag. In regular freeze tag, you tag whoever you can get close to. Here, there's room and time for the kids with the rings to make the "Do I want to unfreeze her?" decision.)
