Offices that don't like employees getting packages delivered should suck it up. It's a small thing that makes life easier for said employees, making them, in turn, happier workers.
It's a Your Tax Dollars At Work thing. Ideally we don't spend your money on personal luxuries.
I think if JPL doesn't want packages delivered, JPL wins. I'd imagine the cost of the delivery to JPL itself would be rather steep, when security is taken into consideration.
At my company? Whatev.
I just feel like I shouldn't ask the receptionists to deal with my personal crap, you know? But then I live in a small enough city that going to the post office/FedEx office/whatever to pick a package up is easy to do.

That's the idea. With 5000 people getting personal packages, there's an issue.
However, the receiving department knows I'm a good soul and things happen. They just asked me to come pick it up instead of delivering it, and thought it a nice thing I got 'em.
And it made my whole rotten crappy day so much nicer. so much.
