Syndrome's goal of making everyone super so no one would be was the genesis of the whole conflict

Well, keep in mind he wasn't planning on making "everyone super" until after he was too old to play superhero anymore, at which point he was going to sell all of his inventions. The conflict wasn't because he wanted everybody to be super, but because he wanted no one but him to be super (by killing everyone who could be) until he was no longer capable of it.
