On-topic observation: the corner quotes just pulled up a quote exchange between Angel and Eve. And my brain said, "Eve? Eve...?"
And then I was able to pull her out of my memory. But it took a lot of effort so I am voting her to be the very least memorable recurring character in the Whedonverse.

Well, that would've worked better. Especially considering how good Morena is on V with the chilly authority.
I think a different (better) actor could have played Eve far more evil and subtle. As I remember, a lot of times she seemed off and/or wooden.
I was fine with Eve as "mouthpiece for the Senior Partners" being kind of bland and uninteresting, but once she started hatching her own plots and sleeping with Lindsay, they really needed someone with more screen presence.
I also think she was poorly written, but actorly charisma goes a long way towards hiding thinly written characters.
I think the actress was ungood, but the character was poorly conceived from the jump. If Whedon wanted us to think she was subtle, maybe he shouldn't have named her Eve and introduced her in a scene where she tosses an apple at the main character. Barf.
