I read that as more, " If my freeze-ray were operational, I could freeze time until I could think of the perfect thing to say to Penny because when I see her I can't talk to her" - you know?
I wouldn't, but perhaps I'm not remembering the lyrics. It is a classic musical tradition to sing to your unrequited love while he/she is frozen in time.
I agree, sumi. Only by what I could see, the freeze ray doesn't freeze time, but it freeze the person in time (while Penny is "frozen", the other laundromat people are still in motion).
