That was a very cool move by Lilah, and made her much more than an ineffectual evil-wanna-be IMO. Up to that point, she let the higher-ups at W&H push her around; going over Linwood's head (literally, in this case, as she pointed out) gave her a certain level of ruthlessness that I really enjoyed.

Bwah! Lilah was a very intriguing noirish femme fatale when introduced, had wonderful rival chemistry with Lindsey in the 2nd season, and really came into her own in Season 4. In most of Season 3 she was pretty sad despite getting a few good lines.
I think that the events of "Billy" really shaped Lilah.

I'm not sure how important Angel was to Lilah at all, really. I think Lindsey probably affected her more, although it was probably subconsciously, or negatively ("I'm not going to be like Lindsey was.")
She did seem to have a strong regard for him after he was gone, though that whole spared-because-he-quit situation might have been at the root of that. Involvement with Angel & Co. ultimately got her killed, but she was going to end up on Wolfram & Hart's retirement plan regardless of how events progressed from her introduction.
