Most of the military stuff with the screens and the translator were at UNIT HQ. Torchwood only really had the Big Gun at the end.
UNIT, of course, being involved with aliens, including The Doctor, since the 70's.

That certainly beats "up his butt", which I was starting to fear was the case.

I've heard it called "sword space", but yeah. I think most fans just accept it as another of the ill-defined Immortal powers. (Such as Duncan killing assorted Immortals with wierd little "magical" abilities, but never exhibiting them himself later. Meanwhile in the "Final Dimension" movie the bad guy gains the powers of an Immortal sorcerer by killing him.)
The Mage RPG from White Wolf had a rote (spell) called "Spatial Sheathe" that did the same thing, undoubtably inspired by the show.
ETA: Of course, in another book they had an infamous rant about the illogic of carrying swords in the modern world. They weren't known for their internal consistancy.
