It would be cool if she could appear to anyone she wanted, but has stuck with Giaus, apart from that one episode. Nice can o' worms there.
I note as far as a woman 'condoning' rape (and torture), the CO of the Abu Ghraib prison was female during the period that has been prosecuted. (Aside from reassignment, she wasn't brought up on charges or anything, as is true of any other officers who could be construed to have command of the situation.)

Oh, I think it's way too late to deal with it. It seemed like the point of his little subplot in "Home" was that he's, er, committing to the crazy. So to speak. I think that he used to be more fully aware that she was a hallucination, but he played along because, hey, why not. But now that knowledge is partitioned off in a very dark corner of his head, because at this point, having a scary Cylon girlfriend living in his head is less scary than acknowledging the extent of his dementia, and the reasons for it.
Plus, I don't think a sane Baltar would be nearly as useful to the show, so I can't imagine why they'd decrazify him.

I agree that successfully decrazifying him would be a bad idea, but I do think he needs another note to play, and an attempted decrazifying seems a natural step for him to want to take.
The next note appears to be watching over the Boomerlet when she's born. Or mabye before that he'll be making a grab for more power (as Six is pushing him towards). Also, Roslyn might die and then he'd be the president (fun!), so I think they got some more notes lined up for him to play. Oh, and also Cylon therapist.
