You could definately make that argument (in a large-scale sense), which is why any sort of pro-procreation program would be rather dumb, but I would be worried about an age range of maybe even 10 years in which there are almost no people, and you may not be replacing the people dying off.

eta: Of course, I have been proven time and again to be way more whatevers-beyond-pragmatic than they are
