Stephanie, my old boss had a similar dilemma with Ellie, and he went with Elianna. (I'm not completely sure how they spelled it, but it was pronounced Ellie-aw-nuh, not Elllie Anna.) I do think a formal name is usually better for birth-certificate purposes.

I just had therapy. Surprisingly, she wasn't that upset about the whole decreasing the dosage of medication thing. I think her exact words were, "Well, now that we know that's not effective, we won't do that again, right?"

Although of course Emma is a perfectly good name with a very long history. Among others, I was named after Queen Emma of France (and maybe the Norway one, too). And there was a Queen Emma of Hawaii.

That's just a historical tidbit, not a suggestion that you run out and change the birth certificate or anything.
