I don't believe there are really any hard and fast rules about it. The most general one is to do what works for you, and so long as it looks good, you've done it correctly. However, it's usually recommended to do the liner on top of the powder because you'll get a cleaner line. Personally, on my own face, I like to line, then shadow, then line on top of that. But other people might not like to apply makeup in the same vein of redundancy that I do. However, when I'm doing other people's makeup, I line last.
