I think 3 inches is more than "trimmed."
f I wanted to trim the burnt ends of my hair, and the brave person with the scissors cut 3 inches, I would definitely treat it as more than "trim" (meaning, I'd try to explain what in "up to here and no more?" wasn't clear, would never let that person near my hair with scissors again, and would look for my lost hair for practically a week before I get used to the missing length. Not many people are willing to do that for me, hence the "brave" at the beginning of the paragraph).

I'm'a vote yes. Shared womb or no, the poor woman was pregnant with both of them at once.
If they were conceived separately, from ovulation in different months, I'd say they were brothers -- very, very close in age brothers -- rather than twins. if they were conceived at ther same time and the eggs just split up that way, I'd say still twins.
