Yup. In any fast that is not Yom Kippur, you are allowed to just break the fast, but Yom Kippur is different (holiest day of the year, and all that). There are rules for how you eat/drink during it, if you don't fast (basically, there are 'levels' of rules, and you try to break the least severe ones. Of course, if you have to, then you have to and forget the rules).
