When I was in Madison (mid to late '80s) there was some controversy in Wisconsin - some people felt that since Wisconsin had a "better" welfare program than other states, disadvantaged folk from other states would come to Wisconsin to "take advantage" of it. So I guess I'm wondering outloud if Wisconsin's progressive history has pretty much bitten the dust in the last 15 years or so?
But if the world doesn't end, I'm gonna need a note.

I don't think you should feel bad for not doing that. You are not responsible for him. And that would be taking a huge risk that he might have some other problem(s) that would give you grief.
