And legal liquor for College students. That was a big part of my impression of Canada when I went to Montreal at 2 am on a Thursday Night.

That was reciprocity. When I was a first year student at university (rocks had cooled, but we didn't have the wheel yet), the drinking age in Ontario was 19, but it was 18 in NY state, so we organized booze cruises over Alexandria Bay to get hammered. Before I graduated, NY state had gone up to 21, so the booze cruises were running the other direction, from them to us.
