I'm pretty sure this was started by Sarah Jessica Parker in a Gap ad.
MTV presenters in Europe were doing this at least four years ago. The bell tolled for this one when children's tv presenters and reality tv 'stars' started doing it.

but the ribbon ties just confuse me.
It's the sort of thing where the ribbon is stiched into the leg hem, like army cammo pants.
And I agree, normal capris and stilettos look just fine, it's this particular type of capris that I think look butt-ugly.

Oh, I can picture them. They just confuse me. Why would someone take a perfectly nice pair of pants and add ribbon ties to them? It just seems wrong.
I kind of like the jeans with dress look on some people, but with my hip circumference/leg length ratio, it tends to not look so good on me. I think it requires narrower hips or longer legs.
The trend I see down here that baffles me is women weraing capri-length cargo-style pants, with ribbon ties at the bottom of the legs to bunch up the pant legs, worn with stiletto-spike heels
Oh yeah, they do that around here, too. And yet my giant Edwardian hats confuse and frighten them.
Well, part of my problem is that I think that capris are an abomination before the Lord, so pairing them with stillettos is just painful for me.
I like stilletos with pencil skirts. I think that pairing them with pants kind of defeats the purpose.
Yeah, in general, I don't really like the look of stilettos with any type of pants.

Yeah, that's pretty much the part that turns the look to "WTF ARE YOU THINKING?" for me.
And yet my giant Edwardian hats confuse and frighten them.
And their fear and confusion, in turn, amuses the crap out of us.
Yeah, in general, I don't really like the look of stilettos with any type of pants.
Not even stilettos and vinyl hotpants?
