Dad rides his bike 10 miles to work daily. Basically from one end of a pretty small city to the other. Spread out west.

Not really. It's got the correct aspect ratio in it for whatever the film is shooting. So you can hold it up to your eye and see how the shot will be framed once it's in widescreen or whichever format you are shooting.

So what do you call the guy who's panning and rotating the camera, but is sitting over there?

Could be the camera assistant. Could be a P.A. on the camera crew. Could still be a dolly grip. Depends on the size of the shoot. Very often there is the DP and then a first and second assisant camera on the crew.
