But he lost his iTunes playlists. Where does Apple hide that info? I have poked around but have had no luck.
Is there a way to re-import them from the iPod, I wonder? (When my old computer died, I was able to get my contacts and calendar back by synching with my PDA.)

yes, there is. Ephpod. (the site's down right now though.) i used it to import all of my music from my old computer to the new one using my ipod as the go between.
question. i'm using MyDVD to burn my Farscape eps to dvd and i've gotten up to the 10th episode and it won't add it. it tells me that "MyDVD is unable to use all of the files you selected, either because they are damaged or because they are not supported file types". episode 10 is the exact same file type as the others. what can i do?

He should look in the old user directory (if he in fact still has access to that directory - he may no longer have the rights).
I can get in to the old user name's documents and settings but just never found anything that seemed to bring the old playlists back. I don't know if I just haven't looked in the right spot or if some of his information was well and truly locked or erased with the DoD fussing.
I'm still curious as to where that info is stored and, as I am finally back home, I will poke at my computer tomorrow to see if I can find out where it is on a machine with actual working playlists on it. Reverse engineering...

hmmm...i don't know. i used it with the newest update of iTunes.

OK, in the default iTunes instalation on XP, the playlist files are
iTunes Music Library.xml
iTunes Library.itl
(OK, I'm not sure what that second one is.) They reside in My Documents/My Music/iTunes, if you're logged in as the correct user. Actually, they really reside in C:Documents and Settings/userid/My Documents/My Musici/Tunes, where 'userid' is the name of the user acount that iTunes was installed under.

I can vouch for tommyrot's answer. I just did a fresh install of Windows on my PC. After installing iTunes, opening it and shutting it down, I copied my backed-up My Music directory into my new My Music directory. When I reopened iTunes, all my old music and playlists were there.
Excellent! It's a Kprinkle Miracle. Or, you know, just good troubleshooting. They are often pretty interchangable.
