To get something to look like the above quoteback, you just put a greater-than sign at the beginning of the line. Everything you type after that until you hit a hard return wil be in the block text quote.
For other formatting stuff, you can click on the "quick-edit formatting" link right above the posting box. Some easy-peasy shortcuts.
